I forgot to mention that going through employment based immigration is a necessary step but it is slow right now due to retrogression but do not do not despair, you should go about finding an employer and getting your immigration petition filed to secure a priority date so when retrogression lifts you will have a place in line for a visa already.

I believe that you can. First let me ask you, if you passed the NCLEX what State did you get the authorization to test in? Whatever State that is you probably hold a license for; if it was through another State than California you would need to endorse your license to CA. CA is a tricky State, they will not issue a license without a Social Security # if you tested through them or are endorsing. Here is the catch 22, to get a social security # you need to gain entry to the U.S. through immigration and having an employer. You may want to secure an employer first, get a social security # next and then get your CA license. If it is a California employer they will have to let you have enough time enter the country, get the Social Security number and apply for a temporary permit while your endorsement goes through. I hope I have helped...
